IHIT announce charges in Nijjar homicide

IHIT announce that three men have been charged in relation to the homicide of Hardeep Singh Nijjar.

Background: On June 18, 2023, the Surrey RCMP received a report of a shooting at the Guru Nanak Sikh Gurdwara at 7050 120 Street, Surrey. First responding members located a man, later identified as 45-year-old Hardeep Singh Nijjar, suffering from fatal gunshot wounds inside a vehicle. The Integrated Homicide Investigation Team (IHIT) took conduct of the investigation and has continued to work closely with a number of partner agencies and support services across Canada, as far east as Ontario, including the Surrey RCMP, the Alberta RCMP and other Lower Mainland Integrated Teams.

On the morning of May 3, 2024, IHIT investigators, with the assistance of members from the BC and Alberta RCMP and the Edmonton Police Service, arrested three men for the murder of Hardeep Singh Nijjar.

The following three individuals have now been charged with first degree murder and conspiracy to commit murder in relation to the homicide: 22-year-old Karan Brar of Edmonton; 22-year-old Kamalpreet Singh of Edmonton; and 28-year-old Karanpreet Singh of Edmonton.

IHIT is releasing photos of the accused men in hopes of furthering its investigation.

IHIT is also releasing photographs of a Toyota Corolla, believed to have been used by the suspects in the time leading up to the homicide, in and around the Surrey area.

Anyone who may have seen these individuals or the vehicle, in or around Surrey, in the weeks leading up to the homicide, or anyone with information about the homicide is asked to contact IHIT.

Today’s charges are the result of 10 months of dedication from the IHIT investigators and it’s many partners across Canada including both RCMP and municipal police services, says Superintendent Mandeep Mooker, Officer in Charge of IHIT. The investigation does not end here. We are aware that there are others out there that played a role in this homicide and we remain dedicated to identifying and arresting each one of them.

Statement by Assistant Commissioner David Teboul

Good morning, and thank you for joining us today. I am Assistant Commissioner David Teboul, Commander of the Federal Policing Program in the Pacific Region.

Today, we are here to announce significant developments about the investigation into the murder of Hardeep Singh Nijjar, that took place on June 18, 2023, in Surrey, BC.

Following many months of investigative work by the Integrated Homicide Investigation Team, with close collaboration and assistance from the Federal Policing Program in BC, RCMP National Headquarters, the Surrey RCMP Detachment and other partner agencies; three suspects have been arrested and charged for their alleged involvement in the killing of Hardeep Singh Nijjar.

Now, with unequivocal commitment to the administration of Justice, and with reverence to the upcoming judicial proceedings on this matter, we are not able to make any comments about the nature of the evidence collected by police nor can we speak about the motive behind the murder of Mr. Nijjar. However, understanding this situation has attracted considerable and very broad public interest, I will say this matter is still very much under active investigation. I will underscore that today’s announcements are not a complete account of the investigative work currently underway. There are separate and distinct investigations ongoing into these matters, certainly not limited to the involvement of the people arrested today, and these efforts include investigating connections to the Government of India.

The RCMP Federal Policing Program, IHIT, and our municipal partner agencies are responsible for protecting Canadians from the most serious criminal threats posed by domestic and international criminals. Today’s enforcement actions demonstrate our relentless commitment and ability to combat the most sophisticated and complex criminal threats facing our nation.

Here today, we have Assistant Commissioner Brian Edwards, Officer in Charge of the Surrey RCMP detachment, who will be available with Supt. Mooker and I, to answer any questions you may have at the conclusion of our press briefing.

But first, I would like to congratulate the men and women of IHIT for the outstanding dedication and results achieved. I would also like to thank the RCMP’s National Security Program, particularly here in BC, for their unparalleled work ethics and dedication to serve our country on the separate investigative efforts underway; and also thank Surrey Detachment for their continued seamless collaboration and support. The commitment and skills of these investigators are second to none and I am very proud of their work and accomplishments.

I will now invite Supt Mandeep Mooker, Officer in Charge of the Integrated Homicide Investigation Team, who will provide you with additional details of the investigation into the homicide of Mr. Nijjar. 

Statement by Superintendent Mandeep Mooker

Good day everyone. My name is Superintendent Mandeep Mooker, Officer in Charge of the Integrated Homicide Investigation Team.

On June 18, 2023, outside the Guru Nanak Sikh Gurdwara at 7050 120 Street in Surrey, BC, 45-year-old Hardeep Singh Nijjar, was fatally shot, while sitting inside his vehicle. Members of the Surrey RCMP took control of the scene making it safe, as the Integrated Homicide Investigation Team (IHIT) was called to take conduct of the investigation.

Over the past 10 months, members of IHIT, in partnership with dedicated members of the Surrey RCMP detachment, have worked tirelessly to advance this complex investigation. Through investigative techniques, IHIT investigators followed the evidence to find those responsible for this horrific crime.

We are here today to announce that this morning, May 3, 2024, three men have been charged with first degree murder in relation to the homicide of Hardeep Singh Nijjar. IHIT investigators, with the assistance of members of the Surrey RCMP and the Edmonton Police Service, took all three men into custody, in and around Edmonton, Alberta.

The following three individuals have now been charged with first degree murder and conspiracy to commit murder, in relation to the homicide:

1. Karan Brar, a 22-year-old Indian national, currently residing in Edmonton;
2. Kamalpreet Singh, a 22-year-old Indian national, currently residing in Edmonton; and
3. Karanpreet Singh, a 28-year-old Indian national, currently residing in Edmonton.

IHIT is releasing photos of the accused men in hopes of furthering its investigation. Anyone who may have seen these individuals, in or around Surrey, in the weeks leading up to the homicide, or anyone with information about the homicide is asked to contact IHIT.

The investigation does not end here. We are aware that there could be others out there that played a role in this homicide and we remain dedicated to identifying and arresting each one of them.

At this time, I want to take a moment to thank CFSEU-BC, Edmonton Police Service and Surrey RCMP Detachment, who provided ongoing assistance to IHIT and who remained dedicated to this investigation.

I would like to thank the Nijjar family, the citizens of Surrey and the members of the Guru Nanak Sikh Gurdwara Executive, for your patience and support throughout this investigation. I appreciate that the community still has questions, many of which we will not be able to answer at this time, as this investigation now proceeds through the courts system. Again, I thank you for your patience and understanding.

In closing, I would like to say how proud I am of IHIT's Investigative Team and Investigative Support Unit for their dedication in the pursuit of justice and their ongoing determination to arrest all those that are responsible for this homicide.

L'EIEH annonce le dépôt d'accusations relativement à l'homicide de M. Nijjar

Contexte : Le 18 juin 2023, la GRC de Surrey a été informée qu’une fusillade avait eu lieu au temple sikh Guru Nanak, situé au 7050 de la 120e Rue, à Surrey. À leur arrivée sur place, les premiers intervenants ont trouvé, à l’intérieur d’un véhicule, un homme de 45 ans souffrant de blessures par balle mortelles. L’homme a par la suite été identifié comme étant Hardeep Singh Nijjar. L'Équipe intégrée d'enquête sur les homicides (EIEH) a pris le dossier en main et continue de travailler en étroite collaboration avec un certain nombre d'organismes partenaires ainsi qu'avec des services de soutien partout au Canada, de l'Ontario à la C.-B., dont la GRC de Surrey, la GRC en Alberta et d'autres équipes intégrées du Lower Mainland.

Dans la matinée du 3 mai 2024, des enquêteurs de l’EIEH, avec l’aide de membres de la GRC en C.-B. et en Alberta ainsi qu’avec celle du service de police d’Edmonton, ont arrêté trois hommes pour le meurtre de M. Nijjar.

Des accusations d’homicide volontaire et de complot en vue de commettre un meurtre en relation avec l’homicide ont été portées contre les individus suivants, tous trois des résidents d’Edmonton : Karan Brar, 22 ans; Kamalpreet Singh, 22 ans et Karanpreet Singh, 28 ans.

L’EIEH publie des photos des accusés dans l’espoir de faire avancer le dossier.

L’EIEH publie également des photos d’une Toyota Corolla qui aurait été utilisée par les suspects au cours de la période précédant l’homicide, dans la région de Surrey et ses environs.

Nous sommes ici aujourd’hui pour vous informer de progrès importants dans l’enquête sur le meurtre de Hardeep Singh Nijjar qui a eu lieu le 18 juin 2023 à Surrey, en Colombie-Britannique.

À la suite d’une enquête qui s’est étendue sur de nombreux mois menée par l’Équipe intégrée d’enquête sur les homicides (EIEH) , avec la collaboration et l’assistance de membres du Programme de la Police fédérale en Colombie-Britannique, la Direction générale de la GRC, le Détachement de la GRC de Surrey et d’autres organismes partenaires, trois suspects ont été arrêtés et des accusations ont été déposées contre eux relativement à leur implication présumée dans le meurtre de Hardeep Singh Nijjar.

Aujourd’hui, en raison de notre engagement sans équivoque envers l’administration de la justice et par respect pour la poursuite judiciaire à venir sur cette affaire, nous ne sommes pas en mesure de faire des commentaires sur la nature des preuves recueillies par la police ni de parler du mobile du meurtre de M. Nijjar. Toutefois, étant donné que l’affaire a suscité un intérêt considérable de la part du public, je peux dire que l’enquête se poursuit. Je tiens aussi à souligner que l’annonce d’aujourd’hui ne constitue pas un compte rendu complet du travail d’enquête en cours. Des enquêtes distinctes sont actuellement menées sur différents aspects du dossier qui ne se limitent certainement pas à l’implication des personnes arrêtées aujourd’hui, dont un examen portant sur l’implication du gouvernement de l’Inde.

Le Programme de la Police fédérale de la GRC, l’EIEH et nos organismes municipaux partenaires ont la responsabilité de protéger la population canadienne contre les menaces graves que posent les criminels nationaux et internationaux. Les mesures prises aujourd’hui démontrent notre engagement et notre capacité à combattre les menaces criminelles les plus sophistiquées et les plus complexes auxquelles notre pays fait face.

Le commissaire adjoint Brian Edwards, officier responsable du Détachement de la GRC de Surrey, en compagnie du surintendant Mooker et moi-même, serons à votre disposition pour répondre à toutes les questions que vous pourriez avoir à la fin du point de presse.

Bon après-midi! Je suis le surintendant Mandeep Mooker, officier responsable de l'Équipe intégrée d'enquête sur les homicides (EIEH).

Le 18 juin 2023, Hardeep Singh Nijjar a été tué par balle alors qu'il quittait le stationnement du temple sikh Guru Nanak situé à Surrey. L'EIEH a donc été appelée à prendre l'enquête en main. 

Au cours des dix derniers mois, l'EIEH a mené l'enquête, en collaboration avec des partenaires internes et externes, afin de faire avancer ce dossier complexe. Les enquêteurs de l'EIEH ont fait appel à leurs techniques d'enquête pour chercher des éléments de preuve permettant d'identifier les personnes impliquées dans l'homicide.

Nous sommes ici aujourd'hui pour vous informer que ce matin, des accusations d'homicide volontaire et de complot en vue de commettre un meurtre relativement à l'homicide de M. Nijjar ont été déposées contre trois hommes. Les enquêteurs de l'EIEH, avec l'aide de ressources de la GRC et du service de police d'Edmonton, ont appréhendé les trois hommes dans la région d'Edmonton, en Alberta.

Les trois personnes suivantes ont été accusées d'homicide volontaire, relativement à l'homicide de Hardeep Singh Nijjar :

ਪਿਛੋਕੜ: ਪਿਛਲੇ ਸਾਲ, ਜੂਨ 18 2023 ਵਾਲੇ ਦਿਨ, ਸਰੀ RCMP ਨੂੰ ਗੁਰੂ ਨਾਨਕ ਸਿੱਖ ਗੁਰੂਦਵਾਰਾ ਜਿਹੜਾ ਕੀ 7050-120 ਸਟਰੀਟ ਸਰੀ ਵਿਖੇ ਸਥਿਤ ਹੈ, ਵਿੱਚ ਗੋਲੀ ਚਲਣ ਦੀ ਰਿਪੋਰਟ ਮਿਲੀ ਸੀ। ਮੋਕੇ ਤੇ ਪੁੱਜੇ ਅਫਸਰਾਂ ਨੂੰ ਗੋਲੀਆਂ ਨਾਲ ਵਿੰਨੇ ਇਕ ਮਰਦ ਦੀ ਲਾਸ਼ ਵਾਹਨ ਚੋਂ ਮਿਲੀ, ਜਿਸ ਦੀ ਪਛਾਣ ਬਾਦ ਚ 45 ਸਾਲਾ ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ ਵਜੋਂ ਹੋਈ। ਇੰਟੀਗਰੇਟਿਡ ਹੋਮੀਸਾਇਡ ਇਨਵੇਸਟੀਗੇਸ਼ਨ ਟੀਮ (IHIT) ਨੇ ਇਸ ਜਾਂਚ ਦਾ ਸੰਚਾਲਨ ਆਪਣੇ ਹੱਥਾਂ ਵਿੱਚ ਲੈ ਲਿਆ ਅਤੇ ਕੈਨੇਡਾ ਦੀਆਂ ਆਪਣੀਆਂ ਸਹਿਯੌਗੀ ਤੇ ਪਾਰਟਨਰ ਏਜੰਸੀਆਂ ਨਾਲ ਬਹੁਤ ਨੇੜੇ ਤੌਂ ਕੰਮ ਕੀਤਾ। ਇਸ ਜਾਂਚ ਵਿੱਚ ਸਰੀ RCMP, ਲੋਅਰ ਮੇਨਲੈਂਡ ਇੰਟੀਗਰੇਟਿਡ ਟੀਮਾਂ ਤੌਂ ਲੈ ਕੇ ਪੂਰਬ ਚ ਉਨਟੈਰਿਓ ਤੱਕ ਦੀਆਂ ਸਹਿਯੌਗੀ ਸੰਸਥਾਵਾਂ ਨੇ IHIT ਦਾ ਸਾਥ ਦਿਤਾ।

ਮਈ 3, 2024 ਦੀ ਸਵੇਰੇ, IHIT ਦੇ ਜਾਂਚ ਅਧਿਕਾਰੀਆਂ ਨੇ, ਬੀ. ਸੀ. RCMP, ਐਲਬਰਟਾ RCMP ਤੇ ਐਡਮਿੰਟਨ ਪੁਲਿਸ ਸਰਵਿਸ ਦੇ ਮੈਂਬਰਾਂ ਦੇ ਸਹਿਯੋਗ ਨਾਲ, ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ ਦੇ ਕਤਲ ਦੇ ਸੰਬਧ ਚ ਤਿੰਨ ਵਿਆਕਤੀਆਂ ਨੂੰ ਹਿਰਾਸਤ ਚ ਲਿਆ ਹੈ।

ਹੇਠਾਂ ਲਿਖੇ ਤਿੰਨ ਵਿਅਕਤੀਆਂ ਤੇ ਪਹਿਲੇ ਦਰਜੇ ਦੇ ਕਤਲ ਅਤੇ ਕਤਲ ਕਰਨ ਦੀ ਸਾਜਿਸ਼ ਰਚਣ ਸੰਬਧੀ ਦੋਸ਼ (ਚਾਰਜ਼) ਲੱਗੇ ਹਨ : ਐਡਿਮਿੰਟਨ ਵਾਸੀ 22 ਸਾਲਾ ਕਰਨ ਬਰਾੜ, ਐਡਿਮਿੰਟਨ ਵਾਸੀ 22 ਸਾਲਾ ਕਮਲਪ੍ਰੀਤ ਸਿੰਘ ਅਤੇ ਐਡਿਮਿੰਟਨ ਵਾਸੀ 28 ਸਾਲਾ ਕਰਨਪ੍ਰੀਤ ਸਿੰਘ।

ਜਾਂਚ ਨੂੰ ਹੋਰ ਅਗਾਂਹ ਵਧਾਉਣ ਦੀ ਉਮੀਦ ਨਾਲ, IHIT, ਇਹਨਾਂ ਦੋਸ਼ੀਆਂ ਦੀਆਂ ਤਸਵੀਰਾਂ ਜਾਰੀ ਕਰ ਰਹੀ ਹੈ।

IHIT ਦਾ ਮੰਨਣਾ ਹੈ ਕਿ ਇਹਨਾਂ ਸ਼ੱਕੀਆਂ ਵਲੋਂ ਕਤਲ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਜਾਂ ਬਾਦ ਚ ਟੋਯੋਟਾ ਕੋਰੋਲਾ ਗੱਡੀ ਦਾ ਸਰੀ ਜਾਂ ਸਰੀ ਦੇ ਲਾਗਲੇ ਸ਼ਹਿਰਾਂ ਚ ਇਸਤੇਮਾਲ ਕੀਤਾ ਹੋ ਸਕਦਾ ਹੈ। IHIT ਟੋਯੋਟਾ ਕੋਰੋਲਾ ਗੱਡੀ ਦੀ ਤਸਵੀਰ ਵੀ ਜਾਰੀ ਕਰ ਰਹੀ ਹੈ ।

ਕੋਈ ਵੀ ਸ਼ਖਸ ਜਿਸਨੇ ਇਹਨਾਂ ਵਿਆਕਤੀਆਂ ਨੂੰ ਜਾਂ ਗੱਡੀ ਨੂੰ, ਸਰੀ ਜਾਂ ਸਰੀ ਦੇ ਲਾਗਲੇ ਸ਼ਹਿਰਾਂ ਚ ਕਤਲ ਹੋਣ ਦੇ ਹਫਤਿਆਂ ਦੌਰਾਨ ਵੇਖਿਆ ਹੈ ਜਾਂ ਕਿਸੇ ਕੋਲ ਵੀ ਇਸ ਕਤਲ ਸੰਬਧੀ ਕੋਈ ਜਾਣਕਾਰੀ ਹੈ, ਉਸ ਨੂੰ IHIT ਨਾਲ ਸੰਪਰਕ ਕਰਨ ਨੂੰ ਕਿਹਾ ਗਿਆ ਹੈ ।

ਸ਼ੁਭ ਸਵੇਰ, ਮੈਂ ਸਾਰਿਆਂ ਦਾ ਅੱਜ ਇਥੇ ਆਣ ਲਈ ਧਨੰਵਾਦ ਕਰਦਾ ਹਾਂ। ਮੇਰਾ ਨਾਮ ਅਸਿਸਟੈਂਟ ਕਮਿਸ਼ਨਰ ਡੇਵਿਡ ਟਿਬੌਲ ਹੈ ਤੇ ਮੈਂ ਪੈਸਿਫਿਕ ਰਿਜਿਨ ਵਿੱਚ ਫੈਡਰਲ ਪੁਲਿਸ ਪਰੌਗਰਾਮ ਦਾ ਕਮਾਂਡਰ ਹਾਂ।

ਅੱਜ ਅਸੀਂ ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ, ਜਿਸਦਾ ਕਤਲ ਜੂਨ 18, 2023 ਨੂੰ ਸਰੀ, ਬੀ. ਸੀ. ਵਿੱਚ ਹੋਇਆ ਸੀ, ਦੀ ਜਾਂਚ ਸਬੰਧਤ ਮਹਤੱਵਪੂਰਨ ਜਾਣਕਾਰੀ ਦੇਣ ਲਈ ਇਕੱਤਰ ਹੋਏ ਹਾਂ।

ਪਿਛਲੇ ਕਈ ਮਹੀਨਾਆਂ ਤੋਂ ਇੰਟੀਗਰੇਟੇਡ ਹੋਮੀਸਾਇਡ ਇਨਵੇਸਟੀਗੇਸ਼ਨ ਟੀਮ (IHIT) ਆਪਣੀ ਸਹਿਯੋਗੀ ਸੰਸਥਾਵਾਂ ਜਿਂਵੇ, ਫੈਡਰਲ ਪੁਲਿਸ ਬੀ. ਸੀ. , ਆਰ. ਸੀ. ਐਮ.ਪੀ. (RCMP) ਨੈਸ਼ਨਲ ਹੈਡਕੁਆਰਟਰ, ਸਰੀ RCMP ਡਿਟੈਚਮੈਂਟ ਦੇ ਨੇੜਲੀ ਸਹਾਇਤਾ ਦੇ ਨਾਲ ਇਸ ਕਤਲ ਦੀ ਜਾਂਚ ਕਰ ਰਹੀ ਸੀ। ਇੰਨਾਂ ਸਾਰਿਆਂ ਸੰਸਥਾਵਾਂ ਦੇ ਸਹਿਔਗ ਦੇ ਨਾਲ IHIT ਨੇ 3 ਸ਼ੱਕੀਆਂ ਨੂੰ ਗਿਰਫਤਾਰ ਕੀਤਾ ਹੈ। ਇਹਨਾਂ ਤਿੰਨਾਂ ਵਿਕਤੀਆਂ ਤੇ ਹਰਦੀਪ ਸਿੰਘ ਨਿਜੱਰ ਨੂੰ ਜਾਨੋਂ ਮਾਰਨ ਦੇ ਕਥਿਤ ਦੋਸ਼ ਲਗਾਏ ਗਏ ਹਨ।

ਅਸੀਂ ਨਿਆਪ੍ਣਾਲੀ ਦੀ ਸਪਸ਼ਟਤਾ ਲਈ ਵਚਣਬੱਧ ਹਾਂ। ਅਸੀਂ ਆਣ ਵਾਲੇ ਸਮੇਂ ਚ ਨਿਆਇਕ ਕਾਰਵਿਹਾਰ ਦਾ ਪੂਰਾ ਸਤਿਕਾਰ ਕਰਦੇ ਹੋਏ, ਪੁਲਿਸ ਵਲੋਂ ਇੱਕਠੇ ਕੀਤੇ ਗਏ ਸਬੂਤਾਂ ਬਾਰੇ ਜਾਂ ਨਿਜੱਰ ਦੇ ਕਤਲ ਦੇ ਪਿੱਛੇ ਮਨੋਰਖ ਬਾਰੇ ਅਜੇ ਕੋਈ ਬਿਆਨ ਨਹੀਂ ਦੇ ਸਕਦੇ। ਪਰ ਫੇਰ ਵੀ, ਆਮ ਲੋਕਾਂ ਦੀ ਇਸ ਕਤਲ ਕਾਂਡ ਦੀ ਜਾਂਚ ਚ ਬੇਹਦ ਦਿਲਚਸਪੀ ਨੂੰ ਜਾਣਦੇ ਹੋਏ, ਮੈਂ ਇਹੋ ਕਹਿ ਸਕਦਾ ਹਾਂ ਕਿ ਇਹ ਮਾਮਲਾ ਅਜੇ ਐਕਟਿਵ ਜਾਂਚ ਅਧੀਨ ਹੈ। ਮੈਂ ਇਸ ਗੱਲ ਵੱਲ ਸਭ ਦਾ ਧਿਆਨ ਦਿਵਾਣਾ ਚਾਹੁੰਦਾ ਹਾਂ ਕਿ ਅੱਜ ਦੀ ਘੋਸ਼ਣਾ ਇਸ ਜਾਂਚ ਵਿੱਚ ਸਾਰੇ ਕੀਤੇ ਕੰਮਾਂ ਨੂੰ ਨਹੀਂ ਦਰਸ਼ਾਂਦੀ ਹੈ। ਇਸ ਜਾਂਚ ਦੇ ਨਾਲ ਨਾਲ ਹੋਰ ਵਖਰੀਆਂ ਤੇ ਅਲਗ ਇਨਵੇਸਟੀਗੇਸ਼ਨਸ ਚਲ ਰਹੀਆਂ ਹਨ, ਜਿਹਨਾਂ ਚ ਅੱਜ ਗਿਰਫਤਾਰ ਕੀਤੇ ਵਿਅਕਤੀਆਂ ਦੀ ਸ਼ਮੂਲਿਅਤ ਤੋਂ ਇਲਾਵਾ ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਸ਼ਾਮਿਲ ਹੋਣ ਬਾਰੇ ਜਾਂਚ ਵੀ ਸ਼ਾਮਿਲ ਹੈਂ।

ਘਰੇਲੂ ਅਤੇ ਅੰਤਰਰਾਸ਼ਟਰੀ ਅਪਰਾਧੀਆਂ ਵਲੌ ਦਿਤੀਆਂ ਗਈਆਂ ਬਹੁਤ ਹੀ ਗੰਭੀਰ ਅਪਰਾਧਿਕ ਧਮਕੀਆਂ ਤੋਂ ਕੈਨੇਡੀਅਨ ਲੋਕਾਂ ਦੇ ਬਚਾਅ ਲਈ RCMP ਫੈਡਰਲ ਪੁਲਿਸ ਪ੍ਰੌਗਰਾਮ, IHIT ਤੇ ਸਾਡੀਆਂ ਮਿਊਨਸਿਪਲ ਸਹਿਯੌਗੀ ਸੰਨਸਥਾਵਾਂ ਜਿਮੇਵਾਰ ਹਨ । ਅੱਜ ਕੀਤੇ ਕੰਮ (ਐਕਸ਼ਨ) ਸਾਡੀ ਕਾਬਲਿਅਤ ਵੀ ਦਰਸ਼ਾਂਦੇ ਹਨ ਕਿ ਸਾਡੇ ਦੇਸ਼ ਵਿੱਚ ਸੋਚ ਸਮਝ ਕੇ ਵਾਪਰ ਰਹੇ ਗੁਨਝੱਲਦਾਰ ਅਪਰਾਧਾਂ ਨੂੰ ਅਸੀਂ ਬੇਖੁਬੀ ਨਾਲ ਕਾਬੂ ਕਰ ਸਕਦੇ ਹਾਂ।

ਅੱਜ ਮੇਰੇ ਨਾਲ ਅਸਿਸਟੈਂਟ ਕਮਿਸ਼ਨਰ ਬਰਾਇਨ ਐਡਵਰਡਸ, ਜਿਹੜੇ ਕਿ ਸਰੀ RCMP ਡਿਟੈਚਮੈਂਟ ਦੇ ਅਫਸਰ ਇਨ ਚਾਰਜ ਹਨ, ਉਹਨਾਂ ਨਾਲ ਸੁਪਰਟੈਂਨਡੇਟ ਮੂਕਰ ਵੀ ਮੌਜੂਦ ਹਨ। ਤੁਸੀਂ ਇਸ ਪ੍ਰੈਸ ਇਕਤ੍ਰਤਾ ਦੇ ਅੰਤ ਚ ਸਾਡੇ ਕੌਲੌਂ ਕਿਸੇ ਵੀ ਪ੍ਸ਼ਨ ਦਾ ਉਤੱਰ ਲੈ ਸਕਦੇ ਹੌ।

ਪਰ ਉਸ ਤੋ ਪਹਿਲਾਂ, ਮੈਂ IHIT ਦੇ ਮਰਦਾਂ ਤੇ ਔਰਤਾਂ ਨੂੰ ਉਹਨਾਂ ਦੇ ਸ਼ਾਨਦਾਰ ਸਮਰਪਣ ਅਤੇ ਨਤੀਜੇ ਪ੍ਰਾਪਤ ਕਰਨ ਲਈ ਵਧਾਈ ਦੇਣਾ ਚਾਹੂੰਗਾ। ਮੈਂ RCMP ਦੇ ਨੈਸ਼ਨਲ ਸਿਕਉਰਿਟੀ ਪੋ੍ਗਰਾਮ, ਵਿਸ਼ੇਸ਼ ਤੌਰ ਤੇ ਬੀ ਸੀ ਸੂਬੇ ਦਾ, ਉਹਨਾਂ ਦੇ ਕੰਮ ਪ੍ਤੀ ਨੈਤੀਕਤਾ ਤੇ ਦੇਸ਼ ਹਿਤ ਲਈ ਕੀਤੇ ਕੰਮਾਂ ਦਾ, ਉਹਨਾਂ ਦੀ ਅਲਗ ਚਲ ਰਹੀਆਂ ਪੜਤਾਲ ਕੋਸ਼ਿਸ਼ਾਂ ਦਾ ਅਤੇ ਅੰਤ ਚ, ਦੇਸ਼ ਦੀ ਸੇਵਾ ਕਰਨ ਲਈ ਧੰਨਵਾਦ ਕਰਨਾ ਚਾਹੂੰਗਾ। ਮੈ ਸਰੀ ਡਿਟੈਚਮੈਂਟ ਦਾ ਉਹਨਾਂ ਦੇ ਲਗਾਤਾਰ ਸਹਿਯੋਗ ਲਈ ਵੀ ਧੰਨਵਾਦ ਕਰਦਾ ਹਾਂ। ਇਹਨਾਂ ਜਾਂਚ ਅਧਿਕਾਰੀਆਂ ਦੇ ਕੰਮ ਪ੍ਤੀ ਸਮਰਪਤਾ ਅੱਵਲ ਦਰਜੇ ਦੀ ਹੈ। ਮੈਂ ਇਹਨਾ ਵਲੋਂ ਨਿਭਾਏ ਕੰਮਾਂ ਅਤੇ ਪਰਾਪਤੀਆਂ ਉਤੇ ਮਾਣ ਮਹਿਸੂਸ ਕਰ ਰਿਹਾ ਹਾਂ।

ਧੰਨਵਾਦ ਅਸਿਸਟੈਂਟ ਕਮੀਸ਼ਨਰ ਟਿਬੌਲ,

ਸ਼ੁਭ ਦੁਪਿਹਰ ਸਾਰਿਆਂ ਨੂੰ, ਮੇਰਾ ਨਾਮ ਸੁਪਰਿੰਟੈਡੈਂਟ ਮਨਦੀਪ ਮੂਕਰ ਹੈ, ਮੈਂ ਇੰਟੀਗਰੇਟਿਡ ਹੋਮੀਸਾਇਡ ਇਨਵੇਸਟੀਗੇਸ਼ਸ਼ਨ ਟੀਮ ਦਾ ਅਫਸਰ ਹਾਂ । ਜੂਨ 18 2023 ਵਾਲੇ ਦਿਨ, ਸਰੀ ਦੇ ਗੁਰੂ ਨਾਨਕ ਸਿੱਖ ਗੁਰੂਦਵਾਰਾ, ਜਿਹੜਾ ਕਿ 7050-120 ਸਟਰੀਟ, ਸਰੀ ਵਿਚ ਸਥਿਤ ਹੈ, ਦੇ ਬਾਹਰ 45 ਸਾਲ ਦੇ ਹਰਦੀਪ ਸਿੰਘ ਨਿਜੱਰ ਨੂੰ ਘਾਤਕ ਤਰੀਕੇ ਨਾਲ ਵਾਹਨ ਦੇ ਅੰਦਰ ਗੋਲੀਆਂ ਨਾਲ ਮਾਰਿਆ ਗਿਆ। ਸਰੀ ਆਰ ਸੀ ਐਮ ਪੀ (RCMP) ਦੇ ਅਫਸਰਾਂ ਨੇ ਮੋਕੇ ਤੇ ਪੁਜੱ ਕੇ ਮਾਮਲੇ ਨੂੰ ਅਪਣੇ ਹੱਥਾਂ ਵਿਚ ਲਿਆ ਤੇ ਘਟਨਾ ਦੇ ਸਥਾਨ ਨੂੰ ਸੁਰਖਿੱਤ ਕਿਤਾ। ਹੋਰ ਜਾਂਚ-ਪੜਤਾਲ ਕਰਨ ਲਈ ਇੰਟੀਗਰੇਟਿਡ ਹੋਮੀਸਾਇਡ ਇਨਵੇਸਟੀਗੇਸ਼ਨ ਟੀਮ (IHIT) ਨੂੰ ਮੋਕੇ ਤੇ ਬੁਲਾਇਆ ਗਿਆ ਤੇ ਉਹਨਾਂ ਨੇ ਇਨਵੇਸਟੀਗੇਸ਼ਨ ਦੀ ਵਾਗਡੋਰ ਆਪਣੇ ਹਥਾੱ ਵਿਚ ਲੈ ਲਈ।

ਪਿਛਲੇ 10 ਮਹੀਨਿਆਂ ਤੋਂ, IHIT ਦੇ ਮੈਂਬਰਾਂ ਨੇ, ਸਰੀ RCMP ਡਿਟੈਚਮੈੰਟ ਦੇ ਸਮਰਪਿਤ ਮੈਂਬਰਾਂ ਦੇ ਨਾਲ ਰਲਕੇ, ਇਸ ਗੁੰਝਲਦਾਰ ਪੜਤਾਲ ਨੂੰ ਅੱਗੇ ਤੋਰਨ ਲਈ ਅਣਥੱਕ ਤੌਰ ਤੇ ਕੰਮ ਕੀਤਾ ਹੈ। ਪੜਤਾਲੀ ਤਕਨੀਕਾਂ ਰਾਹੀਂ, IHIT ਪੜਤਾਲੀਆਂ ਨੇ, ਉਹ ਜੋ ਇਸ ਸੰਗੀਨ ਜੁਰਮ ਲਈ ਜਿਂਮੇਵਾਰ ਸਨ, ਨੂੰ ਲੱਭਣ ਲਈ ਸਬੂਤਾਂ ਦਾ ਪਿੱਛਾ ਕੀਤਾ। ਅਸੀਂ ਅੱਜ ਇਥੇ, 3 ਮਈ 2024 ਦੀ ਸਵੇਰ ਨੂੰ, ਇਹ ਐਲਾਨ ਕਰ ਰਹੇ ਹਾਂ ਕਿ ਹਰਦੀਪ ਸਿੰਘ ਨਿੱਜਰ ਦੇ ਕਤਲ ਦੇ ਸੰਬਧ ਚ ਤਿੰਨ ਮਰਦਾਂ ਨੂੰ ਪਹਿਲੇ ਦਰਜੇ ਦੇ ਕਤਲ ਲਈ ਚਾਰਜ ਕੀਤਾ ਗਿਆ ਹੈ। IHIT ਪੜਤਾਲੀਆਂ ਨੇ, ਸਰੀ RCMP ਮੈਂਬਰਾਂ ਅਤੇ ਐਡਿਮਿੰਟਨ ਪੁਲਿਸ ਸਰਵਿਸ ਦੇ ਸਹਿਯੋਗ ਨਾਲ, ਤਿੰਨੇ ਆਦਮੀ, ਐਡਿਮਿੰਟਨ ਐਲਬਰਟਾ ਦੇ ਵਿੱਚੋਂ ਅਤੇ ਆਸ ਪਾਸ ਤੋਂ, ਹਿਰਾਸਤ ਵਿਚ ਲਏ ਹਨ।

ਹੇਠਾਂ ਲਿਖੇ ਤਿੰਨ ਵਿਅਕਤੀ ਪਹਿਲੇ ਦਰਜੇ ਦੇ ਕਤਲ ਅਤੇ ਕਤਲ ਕਰਨ ਦੀ ਸਾਜਿਸ਼ ਰਚਣ ਸੰਬਧੀ ਨਾਮਜ਼ਦ (ਚਾਰਜ਼) ਕੀਤੇ ਜਾ ਚੁੱਕੇ ਹਨ, ਕਤਲ ਦੇ ਸਬੰਧ ਵਿੱਚ :

1. 22 ਸਾਲਾ ਭਾਰਤੀ ਨਾਗਰਿਕ, ਕਰਨ ਬਰਾੜ, ਜੋ ਇਸ ਸਮੇਂ ਐਡਿਮਿੰਟਨ ਵਿਚ ਰਹਿ ਰਿਹਾ ਹੈ।
2. 22 ਸਾਲਾ ਭਾਰਤੀ ਨਾਗਰਿਕ, ਕਮਲਪ੍ਰੀਤ ਸਿੰਘ , ਜੋ ਇਸ ਸਮੇਂ ਐਡਿਮਿੰਟਨ ਵਿਚ ਰਹਿ ਰਿਹਾ ਹੈ ਅਤੇ
3. 28 ਸਾਲਾ ਭਾਰਤੀ ਨਾਗਰਿਕ, ਕਰਨਪ੍ਰੀਤ ਸਿੰਘ , ਜੋ ਇਸ ਸਮੇਂ ਐਡਿਮਿੰਟਨ ਵਿਚ ਰਹਿ ਰਿਹਾ ਹੈ।

ਇਹ ਜਾਂਚ ਪੜਤਾਲ ਅਜੇ ਮੁਕਮੱਲ ਨਹੀ ਹੌਈ ਹੈ। ਅਸੀਂ ਜਾਣਦੇ ਹਾਂ ਕੀ ਇਸ ਕਤਲਕਾਂਡ ਵਿੱਚ ਕਈ ਹੌਰ ਲੌਕਾਂ ਨੇ ਵੀ ਭੂਮਿਕਾ ਨਿਭਾਈ ਹੌ ਸਕਦੀ ਹੈ। ਅਸੀਂ ਉਹ੍ਨਾਂ ਲੋਕਾਂ ਨੂੰ ਪਛਾਨਣ ਅਤੇ ਗਿਰਫਤਾਰ ਕਰਨ ਤੱਕ ਆਪਣੀ ਜਾਂਚ ਜਾਰੀ ਰਖਾਂਗੇ।

ਇਸ ਸਮੇਂ ਮੈਂ ਆਪਣੀਆਂ ਕਈ ਸਾਥੀ ਏਜੰਸੀਆਂ ਦਾ ਸ਼ਕਰਾਨਾ ਕਰਨਾ ਚਾਹੁੰਦਾ ਹਾਂ, ਜਿੰਨਾ ਨੇ ਇਸ ਜਾਂਚ ਵਿੱਚ IHIT ਦਾ ਬਹੁਤ ਹੀ ਸਮਰਪਤਾ ਦੇ ਨਾਲ ਯੋਗਦਾਨ ਦਿਤਾ ਹੈ।
